Al:Did you get them to turn, trying to come up with an idea to get them to turn. Thinking of an expandable rubber plug to grip the bore so I can see if they turn.
Below is one option for you to try.
Tighten the buttons on the rotor between a bolt of the largest diameter that will fit in and a nut. Apply a little penetrating fluid if you have to. I usually start with alcohol because I don't have to worry if it gets on the friction surface of the rotor. Just the fact that it is liquid softens up the hardened brake dust gumming up the buttons and helps loosen them up. Don't crush the buttons. Tighten the bolt just enough so that the button will rotate with the bolt and allow you to work it back and forth to loosen all of the debris out from under it.
