Gotcha sorry following this on my 4” IPhone at work. . Not a desktop. Looks like a River nut. Where can I get said bush at? not trying to reinvent the wheel. Maybe you sent a link earlier but seemed like they were spendy? I may be wrong and freely confess this!

I use those on all body work and fenders to reduce any wear on the plastic.
Also the nylon washers are a good add.

How thing does it need to be? Something could be 3d printed fairly easily.

I thought about 3D printing too, but the plastic you'd use (ABS or Nylon) wouldn't be any harder than the bodywork you'd be securing. It would crush right along with the hole. Using shoulder bolts are the mfrs "cheap" way of not using metal inserts in the body through holes.

However, and this I just thought of...instead of metal or plastic, make it from rubber like a grommet? I could print TPU and even have a flare for the underside of the bolt head like the sleeves in Mello's pic. Hmmm. And If I wanted to get creative I could use different colors instead of plain black?

I needed some replacement spacers for carb insulator band screws on a Magna 750 and picked up a brass tube at the hardware and cut it to size with a Dremel, They come in various diameters:
