I have been riding my '04 with the dreaded code 25 for about 15k miles now.
Never get over 70mph and the code doesn't pop up.
When i do hit the interstate and cruise at 80 ish, the light comes on, a slight reduction in power and the gas mileage drops about 8 mpg.
I rode it 5 hours each way on the interstate, no issues, no pinging, just crappy gas mileage.

But, having said that, if you do change your ECM, please consider donating it to the guy who is trying to make adapter harnesses.
He has a post here in classifieds.

But, don't be afraid of riding it with the code.
Unless, you actually feel or hear pinging.

While you at least notice the fuel mileage, and the loss of power, what you may not be noticing is the heat caused by riding your bike, with the ecu confused and not knowing how to tune properly etc.
I’ll bet if you started poking around and inspecting stuff that you’d probably find crispy and melted wire harnesses and such, that are/may be damaging other stuff etc.

St-1300s always seem to run hot.
I have checked temps with handheld infrared thermometer and compared them to my son's '07 ST...very similar.
Still riding with the code...20K miles now...will see how long she lasts, I guess.

Bike just rolled past 90K miles, I have had it since 25K, Still has original brake fluid in it (gasp), and mostly original coolant.
I did the stuck thermostat thing a couple years back, only replaced what coolant was lost.
Never checked the valve adjustment and still has original spark plugs in it.

I do change the oil / filter every 5K miles whether it needs it or not.
I also ride year round...so it doesn't get stored over winter...if that makes any difference.

ST1300's tend to run HOT unless they are tuned properly.
Just because you compare yours to your son's 07 does not really mean anything, considering your son's bike may not be tuned properly either.
From what you are describing in your post, it sounds like you are just going to ride your poor bike into the ground.
With a bike that is 20 years old, and still has the original brake fluid in it, you can bet that your SMC is not working correctly, and you are putting yourself at risk of being tossed off the bike without warning at some point.
I'm guessing the clutch slave cylinder has probably been neglected as well, and has never had its fluid changed/flushed at the very least, every 2 years etc.
Your neglect of your bike is a true testament of how strong these bikes are, but don't expect it to last much longer treating it like that.
Neglected clutch, brake, and coolant system...., would not surprise me if your using energy conserving automobile oil in it as well.
If you ever decide to sell your bike, and its still running, please disclose that information to any unsuspecting buyer.

Appreciate your concern, I worked at a Honda dealer for over 5 years.
Most internal combustion engines run HOT due to lean fuel or timing issues.
Since the code 25 pulls the fuel mileage down, I assume this is a 'richer' fuel mixture and 'safer' timing.
The running hot issue, is from everyone else comments, I have never seen more than 3 bars on the gauge or pinging, or issues.
But you know what happens when we assume.

SMC is still just fine, the clutch fluid changes itself about every 2 years...small leak on the slave cylinder...
I rebuilt the forks last year.
And yes, I planned to ride this bike until it dies or I die...a happy man.
After 13 years and thousands of miles, the bike owes me nothing.
If I find another ECM, reasonably priced, I will treat her to it.
