For clarity you mean the engine won't start or the starter won't spin.
Engine wont start. Starter is spinning like a champ. Brand new battery too. So close man!
Am I going to have to disconnect fuel lines and check them? Fuel filter is clean from what I can see

Also when I turn the ignition key to on I am not hearing the fuel pump cut on
 
Do you have +12v at the coils?

If not, you need to do a point-by-point check back from them along the circuit pathway until you find power.

Pull a spark plug and ground it to the engine. If you see a spark, check two more for the same. If sparks are there, you have a fuel issue. Possibly the fuel cut off valve is defective. The fuel pump only whirrs for about two seconds when the key is turned on. Listen closely. OR, disconnect the output hose from the pump to the fuel filter and see if fuel pumps continuously - into a container of course.
