I'm old enough to remember local tv stations didn't broadcast all day long. The off the air symbol would display until something came on....late '50's, very early '60's. That was eventually replaced, during the day, with old newsreels, then with really bad local country/western bands playing live....I really missed the off the air symbol from that point on. Eventually local networks filled in their daytime lineup.

Over here till the 70ies...
At the end of the day's broadcast (around mind-night) they played the national anthem, then the off air signal/test picture with a high pitch audio till the morning...
First b/w picture, later the colored version...

Prior any broadcast they showed the "ORF hole" (like A_hole ;) )
