All at once I'm seeing a plethora of "new" 2017 Police models. Before I got my (2008) ST1300, I signed up for notices from Cycle Trader and various other sites, and still get emails frequently. In the last week I have seen listings for new, zero miles St1300 Police models, 2016 and 2017 from dealers in several states (even my own Kansas). Anyone know where these bikes came from? Or have been hiding for several years? Some below $10K, so tempting, but I'm leary of a bike that has been sitting around for 3 years or more. Thoughts?

Yes... tempting indeed. Honda made them till then...not popular any more...left over inventory from mother Honda.
Dealers got them if they wanted them. Just my guess based on Bike history since 1974.........

I too was very temped but none were close by and the single seat along with the challenge of making it a dual seat + carrier rack for trunk made me shy away from it. There is a thread that explains it and it looked too complicated for me. Plus I saved like $4K getting my '09 with only 10K miles.

It boils down to you either want an STP or you don't. If I didn't already have an STA I'd grab one of these in a heartbeat. As Honda had stopped production in 2017 and it looks like police departments aren't interested Honda decided to clear them out.
If I were in the market I would certainly buy one of these over a wing due to the difference in price. Would fly out to where ever and make a road trip back home.
Honda and Kawasaki always produced more function specific bikes than were necessary. Unfortunately, law enforcement agencies have had to cut their budgets over the last 10 years. One of the first programs to get eliminated or cut back during tough financial times is traffic motors. Believe it or not, cities make very little money off of moving citations. The bulk of the fine goes to assessments added on to each citation by the city, county and state. The motorcycles that are up for sale are warehoused in their pre-sale condition. They are usually shipped dry and covered in cosmaline to keep them from rusting while being transported oversea and sitting in a crate. Most of the dealers offer a new vehicle warranty when you purchase one of them so the risk is minimal to the buyer. If you want to add a back seat to one of the PA models, it takes some modification and fabrication. You will also have to find rear foot pegs as the PA model uses the rear passenger peg hole to mount the saddlebag crash bar.
Picked up a 2017 model yesterday. Just what I was looking for. Have a gold wing for the longer days. Seat replacement will be a challenge but I never carry a passenger since wife has a can-am and doesn't like to lean anymore. Will be looking for a solo seat and moving the handlebars back a bit.
I bought one too, couldn't help it, a 2017 ST1300PAH. To me, it's a pretty good deal, an essentially new ABS model for 9998.00 plus tax and fees, drove it out for less than 10,500. I know it will cost me a few bucks to convert the seat and make a few other changes but that's okay. Comes with full factory warranty.
I haven't owned an ST in years but this feels really quick, with effortless power. The front suspension feels a little stiffer than my previous 1300 but it drives and rides GREAT! Very happy to be back on an ST.

Wow color me envious. Besides the white color I really did the solo seat and have no need for passenger pegs.

These new-in-the-crate bikes were sitting in Honda warehouses and American Honda released them for sale to dealers at NOS blow out pricing. Recent years saw AH do the same thing with 2014 CB1100s in 2017 and 2015 Goldwing Valkeries in 2018. Dealers that qualified could order as many as they wanted.

Anybody know what the “H” means in ST1300PAH?
I bought a lot of ST1300PA bikes and never saw an H at the end. I ran the vin on a couple PAH bikes being offered for sale on the internet and they all came back as ST1300A.
I bought a 2016 on October 27, 2020.. Called 16 dealers getting prices and bought a black/white one for 8995 plus 450 shipping to dealer and 240 to assemble and inspect total 9685 out the door. Don't know if true or not but two dealers told me Honda does a production run for ST1300PA every 4 years 2012,2016,2020 production starts Sept.. thru feb. They said there were 192 left over when 2020 Sept. production started. They told dealers they could sell the 2016 and 2017 models to the public. One Dealer in each state Alabama, Florida, Wisconsin, Maryland, Texas, California, North Carolina, Kansas, and Missouri bought 15 each. The rest were sold to other dealers like one to three each. Since two dealers, one in Alabama and one in Florida said the same number 192 left over so I sort to have to believe them.....

If you want something that is going to last, use a catalyzed automotive paint (wear the appropriate respirator because it can kill you or at least destroy your lungs.) If you have an automotive paint supply store near you, one of their employees will help you select what you need. If the box is rigid, you shouldn't need a paint with a flex agent. The most important part of any paint job is the prep work and making sure the item is thoroughly clean. When I have a small item to paint and don't feel like doing it myself, I will go talk to one of the local body shops and ask them if they would mind spraying it next time they do a car of the same color. Black is pretty common color so you might luck out and save alot of work and money.
