As stated above looking at rotors and ABS pickup can tell you if the bike has ABS.
I do not know, but I think you can mount ABS wheel on a non-ABS bike, although it is hard to believe that anyone would go to that extent to dupe you.

Another way is to turn the ignition key on to the run position and see if the ABS indicator on the right hand side of the instrument console lights up. Further, If the seller can ride the bike a few yards, the light should go out indicating proper functioning of the system.

The ring on the front wheel should look like this for bikes 2008 and newer. For bikes 2003-2007 it looks more like cast metal and has teeth.

The ABS warning light will remain illuminated from the point in time that the ignition is switched on until a speed of roughly 5MPH is reached. This is the minimum speed where the diagnostic checks can take place. When the light goes out ABS is ready to activate. Below 5MPH it won't kick in but when stopping the light will not come back on. It is only comes on when the bike is first switched on.

I suspect that the ABS wheels would fit a non ABS bike. There will not be the sensors where the pulse rings are. The sensors are located next to the right (as you sit on the bike) front caliper and on the right side of the rear swing arm. The sensor kind of looks like a little spark plug wire and is black.

That is about all you will see without taking the bike apart a bit but should be more than enough to verify that the bike is an ABS model and it is functioning.

Oh I think the ABS bikes also have a sticker on the side fairing near the tip over wings that say ABS. I don't know if that is all years and some people take them off. The sticker has been removed from my bike.

This shot shows the older style tone ring and looking closely you can see the sensor between the fork and the caliper, just above and to the rear of the axle.

Here is a better shot of the front wheel on an 03. This will be the same on the 2002-2007. 2008-2010 will look like what Mellow posted.

For North American models, you can look at the fourth through eighth digits of the VIN. If they say SC514 (any year but 2004) or SC513 (2004 only), it's an ABS. Non-ABS will say SC510 or SC511.

Heh, I guarantee you that isn't my bike.

The image is one that was on Motor Cyclist when they did the road test of the 2003 ST1300 ABS when it first came out. So not my bike. I live on a gravel road which happened to be more mud than gravel on the way to work this morning.

2005 st1300 abs?

How can i tell if my bike has abs brakes? It looks like it does but after reading all of this stuff I am not sure.

Take a look at the right front disc. If there is a ring with a bunch of notches running around the inside of the disc then that is the abs pickup. The rear rightside of the wheel should have the same looking notched ring.

You will also have the letter A next to your model number on your title.....ie. ST1300A.
 
Here's a picture of the front wheel on a 2012 ABS model. The notched ring that is used to determine front wheel speed is a little different on newer (I think 2007 and onwards) models, instead of being a casting with raised notches, it is a stamping with holes in it. It serves the same purpose, it's just lighter.
