St1300 rotary switch

I just got a st1300 -04 and there's two rotary switches I'm unsure of what they do. They are placed to the left of the fuel tank and when they are turned on a red or a yellow light will start flashing. If turned to the max the lights stays lit. Any idea what these do?
 
It's certainly doing what my dual - wireless heat-troller does.

Sounds like someone mounted something like this in the fairing. Each knob controls the temperature to one circuit — in my case one for my jacket liner and one for my gloves. Additional heated kit can be daisy-chained to either channel so that one knob could control jacket liner and gloves and another control heated pants and boot/show inserts. Or any combination a rider prefers.

This one is wireless and connects to a receiver in the jacket which connects to two outputs for the heated kit. The above troller uses AAA x 2 for power. The OP's version may be wired to the bike's electrical for power. Unless there are coaxial jacks or ports nearby I'd guess the troller is wireless in its connection to the jacket.
 
There is a panel mount heatroller. Sounds like you may have one.
