Exactly, as that was the norm 20-30 years ago. Still like that in smaller cities , towns and rural areas. Big cities and freeways are very dangerous and little respect even for emergency vehicles. Lots of people from other countries too with no idea what to do, or even with licenses. It’s sketchy out there, which is why its safer to travel in a tight escorted group - especially when people are mourning and distracted.
