Moving (not) headlights

So, I hear the motor is running, yet the headlights are not moving. I think they're stuck in the upper position. Anyone had this type of an issue?
 
I had that happen.
My issue was the aiming motor.
I unplugged the motor and adjusted manually.
I still haven't got around to replacing it.
 
You can see it with a flashlight if looking up left side while on your back.
You will also see the screw to adjust aiming manually.
This unit is centered behind the headlights.
 
The aiming motor failing is a common problem.
They usually start to hunt (you'll hear them running up and down)
They are easy to replace.
I sent several units back to Georgia with John (Aniwack), I would suggest reaching out to him and see what he would charge you to send you one.

I can see it, but the space is so tight I could barely squeeze the hand in there.
I can see a round ribbed plastic but where is the manual adjuster?
Did you remove any plastic?
