ABS Light Flashing - Code 4

Hi folks,
Looking for some advice.

Over the years my 2004A (65K miles) developed an intermittent habit of ABS light flashing. Sometimes after I rode for a little bit, other times immediately after reaching 6 miles/hour. Now it's pretty much immediate.

Pulling the ABS code, its showing Code 4.
- Previously, I could always tell when my battery was about to go out because my ABS light would flash. I saw in the somewhere in service manual that the ECU assumes 13.2V from a charged battery. Even charged my battery was only putting out 12.7V so I changed my battery to a new one (13.1V) and still Flashing Code 4.
- I've gone through all the diagnostics on Code 4 except the last one which is to identify either the Front Modulator or ABS ECU as the culprit. I really don't want to pull off the modulators if I can help it as I just replaced SMC and replaced fluid and bled brakes 1000 miles ago....so thinking of ordering an ebay ECU to throw parts at it and figure out.

Before I decide to swap modulators, is there anything else I can and should check or is there anything else in the system that can falsely show up as Code 4?
